These are concepts that have to do with pushing down wage rates in the developed world and the creation of an international work-force. Basically what the pursuit of these kinds of concepts means is that notions that lack of regulation or taxes will create prosperity in any single nation are completely unfounded, because as soon as a general increase in the standard of living leads to call for higher wages for workers of any category in a given economy, the work will be rotated out and the economy that started rising up too fast will be starved of capital and resources. When the standard of living in the abandoned economy falls to a sufficient level - i.e. as soon as Americans are living no better than residents of emerging market nations - then corporations will re-invest in that economy and get to reap the benefits of lower wages.
